The European Commission has published the first drafts of the 2025 Work Programmes for Horizon Europe, the EU’s flagship funding programme for R&I. This information is essential to start planning solid and competitive project proposals. At INNEÜROPE, we are already working alongside our clients to turn this strategic insight into concrete opportunities.
A Head Start Towards Upcoming Calls
The published drafts cover several clusters and programme lines, offering a preliminary — yet highly valuable — overview of thematic priorities, estimated budgets, and expected opening dates. While the final versions are set to be released after the Info Days in May, these drafts already allow organisations to begin making informed decisions and shaping consortia, ideas, and project outlines.
The available drafts so far include:
- Cluster 1 – Health
- Cluster 2 – Culture, Creativity and Inclusive Society
- Cluster 3 – Civil Security for Society
- Cluster 4 – Digital, Industry and Space
- Cluster 5 – Climate, Energy and Mobility
- Cluster 6 – Food, Bioeconomy, Natural Resources, Agriculture and Environment
- European Innovation Ecosystems (EIE)
- Widening participation and strengthening the European Research Area (WIDERA)
These documents mark the beginning of the pre-activation phase for entities looking to submit proposals starting from the second half of 2024 and into 2025.
Info Days: From May 6 to June 24
The European Commission has also announced the calendar for the upcoming Horizon Europe Info Days, which will take place online from May 6 to June 24, 2025. These events are a great opportunity to explore each cluster in depth, get questions answered, and connect with potential partners.
