As European Commission President Ursula von der Leyen astutely stated at the AI Action Summit in Paris, artificial intelligence is reshaping industries worldwide, and Europe is determined to secure its place as a leader in AI Innovation.

On 11 February 2025, President von der Leyen unveiled InvestAI, the EU’s ambitious initiative to mobilize €200 billion in AI investment. This important step underscores Europe’s commitment to fostering AI advancements while maintaining its distinct approach to open and cooperative innovation.

AI’s Strategic Importance

AI has the potential to revolutionize healthcare, manufacturing, finance and climate research, driving economic growth and technological competitiveness. However, much of the current conversation surrounding AI centers on consumer-focused applications like ChatGPT and its new competitor, DeepSeek. InvestAI aims to shift the focus toward mission-critical industrial applications, filling an essential gap in Europe’s AI ecosystem. By establishing cutting-edge AI gigafactories and leveraging public-private partnerships akin to CERN’s model for scientific research, InvestAI will ensure that Europe has the necessary infrastructure to develop complex AI models and drive innovation across multiple industries.

European brand of AI

Rather than merely replicating what has already been done in other regions, Europe aims to develop a distinct, European brand of AI driven by three main features:

  1. Industry-Specific AI Innovation: Leveraging Europe’s unique industrial and manufacturing expertise, European AI is focused on complex, high-value applications that require deep sectoral knowledge.
  2. Collaborative Development: A cooperative approach allows the pooling of talents from different countries, sectors, and disciplines to achieve AI breakthroughs collectively.
  3. Commitment to Open Innovation: Europe’s embrace of open-source AI is intended to accelerate innovation while ensuring AI remains accessible to businesses of all sizes.

Key Elements of InvestAI

  • €200 billion investment in AI, including €20 billion for AI gigafactories.
  • Four AI gigafactories to provide next-generation computing power and train advanced AI models.
  • Public-private partnership model, ensuring accessibility to all innovators.
  • Focus on industrial and mission-critical AI applications, such as healthcare, energy, and manufacturing.

These gigafactories will feature 100,000 next-generation AI chips, surpassing the computing capabilities of existing AI hubs. By making these facilities widely accessible, InvestAI aims to democratize AI innovation, ensuring that European startups and SMEs can compete with major tech players.

InvestAI to strengthen Europe’s AI ecosystem, boosting innovation and competitiveness

InvestAI is aligned with broader EU efforts to create a structured AI data ecosystem. The development and deployment of Common European Data Spaces will provide AI startups and researchers access to high-quality datasets essential for training AI models. Additionally, the GenAI4EU initiative aims to support AI-driven innovations across Europe’s 14 industrial ecosystems, facilitating applications in robotics, health, biotech, manufacturing, mobility, climate, and virtual worlds.

For organizations involved in EU funding and innovation, InvestAI represents a significant opportunity to align with broader European funding programs in order to de-risk AI investments and encourage cross-sector collaboration, such as:

  • Horizon Europe – Funding fundamental AI research and development.
  • Digital Europe – Supporting AI adoption, skills development, and infrastructure.
  • InvestEU – Driving private sector AI investments through strategic financing.
  • European Investment Bank (EIB) – Stepping up support for AI investments.

InvestAI aligns further with the EU’s Competitiveness Compass, which prioritizes technological sovereignty and industrial resilience. AI investments will be key to strengthening Europe’s digital economy, reinforcing the EU’s position as a global technology leader.

Startups, SMEs and large corporations will be able to leverage the InvestAI Initiative through:

  • Access to AI gigafactories, reducing barriers to high-performance computing.
  • Targeted AI funding streams, supporting product development and commercialization.
  • Collaboration with AI hubs, fostering partnerships between academia, industry and policymakers.
